Position Description:

CGI Federals Housing Sector team that partners with public housing authorities (PHAs) and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Housing Specialist in Walnut Creek, CA.


This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing providers. New team members receive in-depth training to prepare them for their role. Additional training and professional development opportunities are also available, for both the affordable housing industry, and general business skills.


This position is located in Walnut Creek, CA.

Your future duties and responsibilities:

The Housing Choice Voucher Specialist is responsible and accountable for implementation of all aspects of HCV program administration including but not limited to:

• Income calculations and file reviews
• Eligibility screening
• Employment
• Income asset and deductions that affect rent calculations and school verifications
• Reasonable rent determinations, rent negotiations, housing subsidy assistance and rent calculations
• Voucher issuance
• Approving requests for tenancy
• Approving requests for reasonable accommodations, program moves and portability
• Landlord eligibility screening
• Housing assistance payments contracting
• Payment processing
• Conducting periodic re-certifications/re-exams
• Referrals to mobility counseling services
• Determining program compliance and handling program terminations
• Monitoring caseload activities
• Providing client and landlord customer service. Other duties may be assigned.

Required qualifications to be successful in this role:

Associates Degree (Bachelors degree preferred) from an accredited college or university in Business or Public Administration, Social Sciences or related field. One year of customer service experience in the affordable housing industry preferred. Must obtain Certified HCVP Specialist within one year of employment.
The Housing Choice Voucher Specialist role requires skilled reading, analyzing, and interpreting data, documents, information, and publications.
Must be able to evaluate information and situations in order to make sound independent decisions.
Must possess problem solving abilities with skills to identify critical issues, and develop and execute plans to resolve disputes.
Demonstrated ability to use critical thinking to solve problems.
Organization and records management skills.
Ability to handle math computations.
Demonstrated ability to use time-management skills to achieve success with schedules, workloads and deadlines.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $34,700.00 - $83,100.00.
