Role Overview:
In this role you will routinely communicates with INDOT employees from all Divisions including Contractor personnel, Consultants, City officials, County officials, Federal Highway Administration(FHWA) personnel, and Central Office personnel for Final Construction Record input or Inventory queries and concern. You will personally meet with the aforementioned stakeholders on an as-needed basis. Maintains timeline database of completed construction contracts up to their transfer to Central Offices.
This position will report to the Fort Wayne District Office and will work a normal shift 7.5 hours per day. This position will supervise the daily submissions of Final Records by field employees and work with them to complete within 150 days of the Fianl Acceptance Date. This position will work with Testing and the contractor community to complete the Final Record process.
Salary :
This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience.

This position is located in INDOT’s Fort Wayne District, Construction Department.
The essential functions of this role are as follows:
• Works with INDOT personnel and Contractor personnel to receive Final Construction Records documentation on a timely basis
• Provides training and direction with the goal of aiding the Professional Engineer and/or Project Supervisor, consultant, and contractor compilation of necessary construction data for Final Contract Review(FCR) submission
• Reviews and audits all paperwork and documentation for accuracy and to ensure specifications are met; Coordinates efforts between Construction and Materials & Testing for final reports required from Central Testing
• Responds to inquiries from Contractors relating to pay quantities, required documentation, and status of audits
• Prepares monthly progress reports on all completed construction projects which are being audited or scheduled to be audited
• Responds to inquiries from Central Office on audit progress, FCR questions, and District Review concerns
• Provides direction and assistance to field construction personnel in the preparation, processing and submission of official contract documents for the Final Construction Record
• Develops, updates, and generates Excel spreadsheet programs for Construction personnel usage. Initiates and coordinates document forms updates with Central Office as needed;
• Ensures all final pay quantities and engineering computations on all contract work is accurate and in compliance with established policies and procedures before final payment is made
• Generates and forwards required legal forms to the contractor or other departments; insures legal forms are signed and returned to be included in the Final Construction Record
• Requests, reviews, and corrects Final Estimates to reflect final audited pay quantities in order for Final Payment to be generated by Central Accounting and Control
• Copies and forwards documentation concerning monument and/or benchmark information contained in Final Construction Records to the District Surveyor
• Copies and forwards documentation regarding asbestos exclusion information contained in Final Construction Records to Design & Development personnel and to Central Offices
• Forwards Traffic equipment updates (based on completed construction plans) to Central Traffic and/or District Traffic personnel. Maintains District files for completed Final Construction Records, including but not limited to, a copy of the FCR as sent to Central Offices, and accident reports.
• Files supporting documentation in long term storage and cross references for easy access; tracks purge dates for Construction (and other departments, as requested).

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
The ideal candidate in this role should minimally have either
• High School graduate or equivalent
• Associates degree in business administration, public administration, computer science/information technology, or social science;
• Basic knowledge of Highway and Federal Highway Administration Standards and specifications requirements
• Limited knowledge of budgeting and calculating cost projections of programs
• Ability to perform mathematical equations such as adding, subtracting, multiplication and basic algebra and geometry
• Excellent interpersonal skills
• Basic knowledge of agency’s programs, practices, policies, procedures, objectives and goals of the communications sector
• Ability to gather, collate and classify information about data, people or things; define problems, collect data, establish facts and draw valid conclusions; write letters, papers and reports; handle sensitive and face to face inquiries and contacts with general public
• Considerable computer skills with Microsoft Office Software required
• Ability to maintain confidentiality
• Ability to communicate with the public, contractors, other INDOT sections and District Construction personnel;
• Ability to communicate both orally and in writing
• Must be detail oriented and able to multitask
• Ability to work with specialized testing material terminology.
Related certifications and coursework may be considered for education or experience.
• Must possess a valid driver’s license
• Broad knowledge of construction management methods, materials, safety, scheduling, specifications, contract documents, estimating, and cost analysis.
• Ability to manage projects, with emphasis on cost control, project delivery, and scheduling.
• Managerial and communication skills.
• Knowledge of construction regulations and best practices.
• Knowledge of scheduling, computer-aided design and drafting (CADD), field layout, submittal review, project quantities, material procurement, equipment tracking, and building design and planning.
• Ability to use and navigate construction management computer applications (i.e. Site Manager).
• Understanding of the impact of construction on projects and environments.
• Able to perform essential functions with or without reasonable accommodation.
This role may serve as a team lead for an assigned work group.
This role may provide direct supervision for one or more staff members.
This role may be utilized in a supervisory capacity based on agency needs.
