Hybrid Telework Opportunity

The Staff Services Manager (SSM) I is a Unit Manager within the Behavioral Health Workforce Policy Section and plays a critical leadership role in advancing California’s behavioral health workforce. The SSM I is responsible for supervising and providing clear direction and guidance to staff to ensure behavioral health-related policy and program development, program implementation, evaluation, and legislative initiatives are executed timely, consistent, and appropriate. The SSM I will coordinate the formulation of policies and procedures specifically designed to support and expand the behavioral health workforce, establish program goals and objectives that align with statewide behavioral health priorities, monitor and evaluate workforce development activities, and manage the unit’s workload to ensure progress toward strategic goals. This position collaborates closely with the Research and Evaluation Section and Grants Management Section to align the Office of Health Workforce Development (OHWD) programs and strategies with efforts to recruit, train, and retain a qualified and diverse behavioral health workforce across California. The SSM I may also represent OHWD in interagency initiatives, special task forces, and stakeholder meetings with other government departments and professional organizations focused on behavioral health systems and workforce solutions.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Special Requirements

Possession of Minimum Qualifications will be verified prior to interview and/or appointment.  If you are meeting Minimum Qualifications with education, you must include a copy of your unofficial transcripts and/or license for verification.  Official sealed transcripts will be required upon appointment.  If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position.  Applicants who have been withheld may file an appeal with the State Personnel Board.

Required Application Package Documents

• Statement of Qualifications - A  Statement of Qualifications (SOQ) is required . The SOQ must be in 12-point Arial font, single-spaced, and no more than 2 pages in length. The SOQ must include responses to the following questions in numerical order; do not consolidate responses.
  
  1. Describe a time when you identified and resolved an issue or process inefficiency utilizing your analysis and/or research abilities? Include steps taken, recommendation(s) provided to management, and the outcome.

  
  2. Describe your experience efficiently processing or overseeing an individual or team workload while effectively tracking and monitoring outcomes.

  
  3. Describe a situation in a behavioral health setting or otherwise where you demonstrated effective collaboration and communication skills with internal or external customers. Please include your role, the goal, the audience, actions you took, and the outcome.
